The Finishing Touches window has a
Shuffle Photos button in the top left frame. Click on that button to change the preview collage.
Click it again until you like the arrangement of your photos.
That will be the photo arrangement in the collage you generate.
The four block collages below each use a different order of the
same nine photos.
